Why is Jane the Virgin "Likely to be Renewed"?
The pull of a fourth season for syndication purposes is one of the strongest in the TV forces.

Last season, Jane the Virgin averaged a 0.37 A18-49 Live+SD rating. In normal circumstances, that would be cancelation territory. However, since the CW is jointly operated by CBS Studios and Warner Bros., plus the fact that it is produced by CBS Studios, it was renewed in a mass renewal spree that ensured that another season will get made.

Why is it not certain to be renewed, you ask? It was only given an episode order of 20 episodes for its third season, in part due to low ratings.

But fans need to rest easy. Rest assured that Jane the Virgin will be back for season four on some platform. Those 70+ episodes will get made regardless.

As I learned last season with The Originals, I kept on insisting certain renewal for syndication purposes despite being convinced to downgrade it to a likely renewal. I'll never make a low rated third season show "certain to be renewed" just for syndication arguments. Therefore I will predict them as "likely to be renewed", at least until it's time to make the final call.

Why is Arrow Still "Certain to be Renewed"?
It's too early on in the season to spring into action. Arrow is currently the second highest rated show on the network, despite scoring a series low of a 0.7 A18-49 rating. The reason why it's still certain to be renewed is simply due to getting more episodes for TNT's syndication package.
